Ruslan Alakbar Khalilov Chairman of the Management Board, Baku Stock Exchange Ruslan Alakbar Khalilov was born in 1985 in Azerbaijan. He holds a Bachelor’s degree in International Economic Relations from The State Economic University of Azerbaijan (2005), a Master’s in Corporate Finance from Khazar University (2009), and an MBA from Duke University’s Fuqua School of Business (2012). His career includes roles in finance and business development, with positions such as Investment Manager at the State Oil Fund of the Republic of Azerbaijan (2012-2017), Investment Officer at the Islamic Development Bank Group (2017-2018), and Head of Investment Banking at PASHA Bank OJSC (2018-2021). Before his current role, he served as Deputy Executive Director at PASHA Capital CJSC and a Consultant at Boston Consulting Group. Ruslan has been a member of the CFA Institute since August 2018.
