VICE PRIME MINISTER, MINISTER OF PLANNING
Minister of Planning and Coordination of Development Aid
Born in Kinshasa on May 1, 1972, and originally from the Kongolo territory in the Tanganyika province, Guylain NYEMBO MBWIZYA is an economist. He holds a Bachelor's degree in Economics and Management from the University of Mons-Hainaut (Belgium). After nearly twenty years working in financial engineering, particularly with multinational companies LyondellBasell and Supermaritime, he took on the role of Deputy Chief of Staff to the Head of State, responsible for Economy and Reconstruction, following the election of President Félix-Antoine TSHISEKEDI TSHILOMBO in 2019. His remarkable achievements in effectively implementing governance mechanisms aimed at combating corruption and contributing to the improvement of public finances through the promotion of orthodox and transparent management, as well as traceability in the execution of public expenditures, led to his appointment as Chief of Staff to the Head of State on January 26, 2021. A challenge enthusiast and hard worker, he successfully undertook the tasks assigned to him in managing and restructuring the President's Cabinet, a role he held until his appointment on May 28, 2024, as Vice Prime Minister, Minister of Planning and Coordination of Development Aid. Notably, during his tenure in the President's Cabinet, he oversaw major projects such as the renegotiation of the Ventora, Sicomines, and Tenke Fugurume Mining (TFM) agreements for the benefit of the Republic, the rationalization of Cabinet staffing, and the launch of the digitalization of the Presidency. Today, the President of the Republic has entrusted him with the mission of consolidating and modernizing the management of government actions to accelerate the impact of the Head of State's vision on the population.
