From 1983 to 1991 - worked in the prosecutor’s office, investigating particularly serious crimes. Went from an intern to the Deputy District Attorney. During 1991-1993 engaged in private legal practice, specializing in the protection of citizens’ rights. From 1993 to 2019 - the Deputy of the Moscow City Duma for six electoral terms. From July 1994 to September 2014, the Chairman of the Moscow City Duma. In 1994, acted as the Chairman of the Moscow City Duma’ Commission on Law, Order and Crime Control. In 2014-2019 – the Chairman of the Moscow City Duma Commission for Control over the Reliability of Information on Income, Property and Property Obligations Submitted by Deputies of the Moscow City Duma. From 1996 to 2001 – the Member of the Federation Council, Chairman of the Committee for constitutional law and legal issues, then the Deputy Chairman of the Federation Council.
