UAE and Azerbaijan Sign Comprehensive Economic Partnership Agreement

The UAE and the Republic of Azerbaijan concluded a Comprehensive Economic Partnership Agreement in Abu Dhabi on 09 July 2025. The accord was signed by Minister of Foreign Trade Dr Thani bin Ahmed Al Zeyoudi and Azerbaijani Minister of Economy Mikayil Jabbarov during an official ceremony at Qasr Al Watan. The agreement targets an expansion of two‑way non‑oil trade beyond US $4 billion within five years.


Key provisions include the elimination of customs duties on 97 per cent of tariff lines, facilitation of customs clearance through single‑window platforms and mutual recognition of conformity assessments in priority sectors such as food processing and pharmaceuticals. The treaty establishes a Joint Committee on Trade and Investment to oversee implementation and resolve any disputes.


A dedicated annex outlines cooperation in renewable‑energy projects, logistics corridor development and agricultural technology transfers. According to ministry figures, bilateral non‑oil trade reached US $2.24 billion in 2024, representing half of Azerbaijan’s trade with the Gulf Cooperation Council. The new agreement is projected to add US $680 million to UAE GDP and US $300 million to Azerbaijan’s economy by 2031.
