He has championed the transformation of the Federation by embarking enormously on corrective investment, access to market, capacity building and export facilitation, as well as advocacy role for the PSF all aimed at promoting entrepreneurship. Prior to the PSF, he was the Company Secretary and Head of Legal Affairs at RwandAir Ltd. Prior to joining RwandAir. Mr Ruzibiza was the State Attorney for the Ministry of Justice in the Legal Advisory Services Department, assisting Government in negotiating and drafting contracts, Agreements, MOU’s. Mr Ruzibiza seats on various boards of Directors.

SME Pillar Session 1 - Navigate Policy Decisions Beyond the Turbulent Times
Regulatory evolution to improve the business environment for SMEs is a process, not a one-off event. Policy decision taken at all levels (supra-national, national, regional and local) will shape the strength of economic renewal and social well-being.
This session will pose a series of questions: How is policy designed in practice to navigate during and beyond the pandemic? What instruments are available? How can more creative solutions be found? In seeking answers, the experts and officials will explore the qualities of good policy-making, approaches to longer-term strategic planning, stakeholder consultation and co-responsibility with residents and businesses.
