Dr. Henry Loewendahl

Henry has worked in over 60 countries and advised over 150 governments and multinational enterprises on FDI. He has pioneered new data sources on corporate expansion activity, location competitiveness, and investment incentives transforming our knowledge of FDI. Following a Masters’ Degree in International Political Economy and a VW-sponsored PhD on German and Japanese FDI Henry started his career in PwC's International Investment Group in London before moving to Plant Location International in Brussels. Henry subsequently became Manager of Inward Investment in IBM, leading the public sector FDI practice. Henry co-founded OCO Consulting and, following its acquisition by the Financial Times in 2008, Henry became Product Director of fDi Intelligence.

In 2010, Henry established Wavteq as a spin-out from the FT, which has grown rapidly to become one of the largest FDI groups, with 80 FDI consultants and offices in 12 countries. Under Henry’s leadership, Wavteq has achieved great success in helping governments to secure FDI. In total, the Wavteq team have secured over $50 billion in FDI projects. Over 1,000 governments, site selection advisors, and global corporations have subscribed to Wavteq-developed products. Henry has over 100 presentations and publications which are widely considered authoritative guides for how to attract FDI, including his landmark “Framework for Investment Promotion” (published by UNCTAD) and “Handbook for Investment Promotion” (published by Columbia University). He has recently published papers on FDI and investment promotion with the World Trade Organization and Inter-American Development Bank. Henry’s latest publications include: “Practical Measures for FDI Success”’; “Innovation in Investment Promotion”; “Guidelines for Investment Promotion Strategy Development”; “How to Identify Target Sectors for Inward Investment”; “How to Identify Inward Investors that will Contribute to Sustainable Development”; “Guidelines for Investor Enquiry Handling”; “The Impact of Brexit on FDI”; “How to Attract FDI from China”; and “A New Foreign Direct Investment Accounting Method for Economic Development Organizations”. Henry has been an FDI expert to UNCTAD for over 15 years and an FDI advisor to the Columbia Center for Sustainable Investment for 10 years. He has been project manager and technical lead on FDI consulting projects for many of the world’s leading investment promotion agencies as well as for projects supported by the DFID, Inter-American Development Bank, UNCTAD, USAID, and the World Bank Group.

According to UNCTAD, outsourcing lead generation to the private sector is one of the biggest trends in investment promotion today. At the same time, over half of US companies are planning to outsource site selection to advisors and this is also a prevalent trend in Europe and the Middle East. It is therefore not surprising that the world’s most successful IPAs all have a clear strategy in place for how they engage with private sector intermediaries to promote FDI into their location.

This workshop will provide the latest best practices and evidence on how IPAs and Zones can work with the private sector to generate more investment into their location. The workshop is run by Wavteq, one of the largest FDI consulting firms globally which has secured over $50 billion of FDI for our IPA clients. The workshop will be divided into 3 main topics:

1. Best Practice in How to Identify and Engage with Potential Investors 

2. Best Practices in How to Identify and Engage with Investment Intermediaries 

3. Best Practices How to Work with Lead Generation Consulting Firms 

The workshop will provide practical lessons and key insights that can be implemented by workshop participants. The workshop will facilitate discussion and sharing of best practices by IPAs attending and all IPA participants will receive copies of the full presentations.
